Patrick J. Caulfield

Chairman of the Board

Pat Caulfield is the co-owner and officer in charge of the operations and financial activities of Coakley & Williams Construction, Inc. He is responsible for overall financial performance of the firm and oversees budgeting, estimating and project management of new construction, renovation and interior construction, construction management and design/build projects. Mr. Caulfield joined the company in 1977 and has been responsible for the day to day operation of the company since 1984. Mr. Caulfield has overseen the construction and renovation of hundreds of government, commercial and institutional projects throughout the U.S. and overseas, including many regional and national award winners recognized by the Design-Build Institute of America (DBIA), American Institute of Architects (AIA), National Association of Industrial Office Parks (NAIOP), Associated Builders and Contractors (ABC). He has authored a number of articles on construction topics for many newspapers and magazines. Mr. Caulfield is a recognized leader in the construction industry and in the Washington DC community. Among his current leadership positions, he serves as Chairman of the Board of Big Brothers Big Sisters of the National Capital Area; Chairman of the Board-Elect of Potomac Ridge Behavioral Health Foundation; and Vice Chairman of the Board, Connelly School of the Holy Child. He also serves as a Board Member of Victory Youth Centers, Inc., and on the Board of the Catholic Coalition for Special Education. Mr. Caulfield is an active supporter of his alma mater, the University of Maryland and especially Maryland Athletics. In 2006 the Maryland Football team named Mr. Caulfield the Distinguished Contributor of the Year. He also served as Treasurer of ABC of Maryland, and on ABC's National Board of Directors. He also served for 15 years on the Board of St. Anselm's Abbey School, on the Alumni Board of Governors, Georgetown Preparatory School, and on the Construction Advisory Board of Prince George's Community College. Mr. Caulfield and his wife, Connie, reside in Potomac, Maryland with their 4 children.

Steve Virostek

Vice Chair of Board Development

Steve Virostek is a principal in Triumph Development in Bethesda, MD. After 20+ years in real estate, he co-founded Triumph Development to bring his own vision and ideas to development projects. Triumph brings innovation and a hands-on approach to residential and commercial projects locally, regionally and nationally. He is married with three children. Mr. Virostek leads the Board of Directors’ recruitment efforts to engage individuals who have influence, affluence and corporate resources to fulfill the mission of BBBSNCA

Kwesi Rollins

Vice Chair of Program Services

Kwesi Rollins is Project Director for the Institute for Educational Leadership

in Washington, DC. IEL is an over 40-year-old non-profit, non-partisan organization with a mission to build the capacity of individuals and organization in education and related fields to work together, across policies, programs and sectors. IEL accomplishes this primarily through its work to develop and support leaders. He leads Big Brothers Big Sisters’ Program Services to achieve our mission and partners with the President and Program Staff to expand program services. Mr. Rollins was a Big Brother for 10 years and continues his relationship with Little Brother Lamont, who is now in college, and his family.


Dave Marinaccio

Vice Chair of Marketing

Dave Marinaccio is Senior Vice President and Creative Director of LM&O Advertising in Arlington, VA. As one of its founders, Mr. Marinaccio has supervised creative for Metro, Virginia Railway Express, the Air National Guard, Army National Guard, Verizon Federal, among others. He launched his career at J. Walter Thompson and worked at other agencies on accounts including Oscar Mayer, 7-UP, Pizza Hut, McDonald’s, GTE Spacenet and COMSAT. He is married. Mr. Marinaccio partners with the BBBSNCA President and staff on reaching marketing and communications goals and in promoting BBBS services and events to raise funds for program services.

Tom Feil

Vice Chair of Special Events

Tom Feil is Assistant Treasurer for Capital One Financial Corporation. Capital One is a diversified financial holding company with more than 735 locations in New York, New Jersey, Connecticut, Texas and Louisiana. Mr. Feil is responsible for wholesale funding execution, investment portfolio management, interest rate risk management, balance sheet planning and cash operations. Prior to joining Capital One, Mr. Feil gained more than 10 years of securitization experience at MBNA, where he established their UK, Canadian and cross-border securitization programs. Mr. Feil holds a Master’s of Business Administration Degree with a concentration in Finance from Duke University’s Fuqua School of Business. He earned his Bachelor’s Degree in Accounting from Saint Joseph’s University in Philadelphia. He is married and his interests include sports, music and hiking with his Keeshond dog. Mr. Feil is active in community activities. As a member of the Big Brothers leadership, Mr. Feil partners with the President and BBBS Development staff to promote BBBSNCA’s services and helps raise funds to carry out the mission of the organization through highly successful special events.


Todd Stokes

Treasurer

Todd Stokes is a partner at Beers + Cutler.  Beers + Cutler provides tax, assurance and consulting services to leading companies and institutions in the greater Washington, DC metropolitan region and around the country. Todd works primarily with owners and financial officers of construction and real estate companies, providing audit and business consulting services, corporate and personal income tax services.  He lives in Montgomery County, MD with his wife, Benita, and their son, Carson.  As Treasurer at Big Brothers Big Sisters, Todd provides fiscal advice and oversight of organizational financial activities.

Barry Culman

Secretary

Barry Culman is President and COO of SPADAC, Inc., in McLean, VA. SPADAC is a geospatial predictive analysis company, which serves commercial and government clients. He has also held senior leadership positions with GTSI, Ernest & Young Technology and Comstor Corporation. He is married with two children. As Secretary of the Board of Directors, Mr. Culman ensures accuracy and safety of all Board documents and records. He has been a Board member for 10 years.


Kirby Behre

General Counsel

Kirby Behre is Partner with Paul, Hastings, Janofsky & Walker LLP. He is a former federal prosecutor and trial lawyer who practices criminal law.  He is a member of Paul Hastings’ White Collar, Internal Investigations and Corporate Governance Group.  Kirby has represented and defended corporations and individuals in civil and criminal investigations of alleged business crimes and civil fraud, including antitrust violations, securities fraud, Foreign Corrupt Practices Act violations, and government contract fraud. Mr. Behre co-chairs the firm's E-Discovery Group, and has a particular expertise concerning e-discovery as it relates to government investigations. Mr. Behre was recently recognized as a Washington, D.C. Super Lawyer by Law & Politics publication.  He is the co-author of Federal Sentencing for Business Crimes (Lexis/Nexis).  He is married to Jody Curtis and they have two children. He is a former Big Brother. 

Petch Gibbons

Petch Gibbons is President of Randall Hagner, Ltd., which is a full-service commercial and residential services company with a sole focus on the Washington region. His successful track record includes executive leadership positions with Barnes Morris Pardoe and Foster, Insignia ESG and GVA Advantis. Mr. Gibbons is married with two children. He is a former Big Brother. As Past Chairman of the Board, Mr. Gibbons continues to provide dynamic leadership on the Board of Directors.

Joe R. Caldwell, Jr.

Chairman Emeritus


Joe Caldwell is a partner at, and chair of the litigation department of, the Washington office of Baker Botts L.L.P. and chair of the firm's diversity committee. He represents clients in federal and state courts and before congressional committees, administrative agencies, and arbitration tribunals. His practice focuses on complex business disputes in civil litigation and on white collar criminal trials and investigations. He is a Fellow of the American College of Trial Lawyers. Mr. Caldwell has been honored with selections by notable publications, such as Best Lawyers in America (2003-present), Washingtonian Magazine (Top Washington, D.C. lawyers - 2007), Black Enterprise Magazine (Top Black Lawyers in U.S.), Ebony Magazine (Top Six Black Lawyers in U.S. - 2005).

Mr. Caldwell previously served as counsel at the United States Supreme Court and as special assistant to Chief Justice Warren E. Burger. He also served as deputy attorney general for the State of New Jersey and as chief of staff and legal counsel to Washington, D.C. Mayor Sharon Pratt Kelly. Mr. Caldwell has taught trial practice as part of the adjunct faculty at Georgetown University Law Center and is a co-leader of the faculty of the National Institute of Trial Advocacy at Georgetown University Law Center. He was educated at Syracuse University (A.B.), Harvard University (M.P.A.), Rutgers University Law School (J.D.) and Georgetown University Law Center (LL.M. Program).

Joe is married to Sybil Caldwell, also a lawyer and fellow BBBSNCA Board member. They live in McLean, VA with their gregarious son, Joey, now eight years old! Mr. Caldwell is a Big Brother in the Bigs In Schools Program. As past Chairman of the Board, he continues to provide thoughtful leadership on the Board of Directors.

Paul F. Bliss

President

Paul Bliss is the Chief Executive Officer of Big Brothers Big Sisters of the National Capital Area (BBBSNCA). Under his leadership, Paul has guided the largest period of growth in the organizations’ long history. During this time, BBBS has been recognized locally and nationally as a high performing mentoring organization with a strong record of program innovation.

In partnership with the Board of Directors, he shares in the leadership and resource development to steer the growth and sustainability of Big Brothers Big Sisters mentoring services in the Washington Region.

His success in attracting and retaining a professional team has helped grow BBBSNCA into one of the largest BBBS organizations among over 500 nationwide. Paul is most proud of his professional team’s recognition by Big Brothers Big Sisters National Professional Association. This professional staff recognition is unprecedented within the network of 500 BBBS independent organizationsin the U.S.:

  • In 2000, Wilfred Haynes, Sr., Manager of Washington, DC Programs was named National Case Manager of the Year.

  • In 2001, Denise Williams, Vice President of Programs was named Program Manager of the Year.

  • In 2002, Edmund Lee, Washington Program Coordinator received the National Case Manager of the Year Award.

  • In 2002, Paul Bliss was named CEO of the Year

  • In 2006, Jorge Bustios, Director of Hermanos y Hermanas Mayores Latino Outreach Initiative, received the Program Manager of the Year Award.

  • Dianne Brown, VP of Fund Development, has received awards for her tremendous success in fundraising.

Mr. Bliss is a graduate of the Catholic University of America’s School of Social Work. He currently serves on the Board of the Governors of the University’s Alumni Association. Paul served as a Big Brother mentor to a child for over seven years and previously worked in juvenile probation in the Washington region for a decade before being appointed CEO of BBBS in 1991.

Paul resides in Bowie, MD with his wife, Christine Cook, and their twin sons, Ryan and Connor, and daughter, Cayley.
