Patrick J. Caulfield Pat Caulfield is Co-Owner and Officer in Charge of day-to-day operations of Coakley & Williams Construction, Inc., in Gaithersburg, MD.
As Chairman of the Board of Directors of Big Brothers Big Sisters, he leads the Board’s strategic performance to fulfill the organizational mission. He serves as chief fundraiser and under his guidance, BBBSNCA has doubled in size in the past three years.
Mr. Caulfield joined Coakley & Williams Construction in 1977 and has been responsible for day-to-day operations since 1984. The company has produced many national award winning projects. He is married with four children.
Paul F. Bliss Paul Bliss has led the largest period of growth in the organizations’ long history. BBBS has been recognized locally and nationally as a high performing mentoring organization with a strong record of program innovation. Paul served as a Big Brother mentor to a child for over seven years.
His success in recruiting and retaining a professional team has helped grow BBBSNCA into one of the largest Big Brothers Big Sisters organizations in the U.S. Paul is most proud of his professional team’s recognition by Big Brothers Big Sisters National Professional Association:
Mr. Bliss is a graduate of the Catholic University of America’s School of Social Work and currently serves on the Catholic University’s Board of the Governors. He previously worked in juvenile and adult probation in the Washington region for a decade before being appointed CEO of BBBS in 1991.
Paul resides in Bowie, MD with his wife and their three children.
Martin McCrae was a Big Brother for 10 years and continues his relationship with Little Brother Brandyn, and his family. In 2006, Mr. McCrae was honored as Big Brother of the Year.
As Vice Chair, Mr. McCrae leads Big Brothers Big Sisters’ Program Services in partnership with the President and Program Staff to expand program services. Mr. McCrae is a Financial Analyst in the Office of Court Administration, Appellate Court and Circuit Administration Division, Administrative Office of U.S. (AO). The AO is the central support entity for the Judicial Branch. It provides a wide range of administrative, legal, financial, management, program, and information technology services to the federal courts.
Kwesi Rollins is Project Director for the Institute for Educational Leadership in Washington, DC. IEL is a non-profit, non-partisan organization with a mission to build the capacity of individuals and organization in education and related fields to work together, across policies, programs and sectors. Mr. Rollins was a Big Brother for 10 years and was honored as Big Brother of the Year in 2001 He continues his relationship with Little Brother Lamont, now in college, and his family.

Steve Virostek is a principal in Triumph Development in Bethesda, MD. After 20+ years in real estate, he co-founded Triumph Development to bring his own vision and ideas to development projects.
As Vice Chair, Mr. Virostek leads the Board of Directors’ recruitment efforts to engage individuals who have influence, affluence and corporate resources to help fulfill the mission of Big Brothers Big Sisters.
Triumph Development brings innovation and a hands-on approach to residential and commercial projects locally, regionally and nationally. He is married with three children.
Dave Marinaccio Dave Marinaccio is Senior Vice President and Creative Director of LM&O Advertising in Arlington, VA.
As Vice Chair, Mr. Marinaccio partners with the BBBSNCA President and staff on reaching marketing and communications goals and in promoting BBBS services and events to raise funds for program services.
Mr. Marinaccio is one of the founders of LM&O and has supervised creative for Metro, Virginia Railway Express, the Air National Guard, Army National Guard, Verizon Federal, among others. He launched his career at J. Walter Thompson and worked at other agencies on accounts including Oscar Mayer, 7-UP, Pizza Hut, McDonald’s, GTE Spacenet and COMSAT. He is married.
Tom Feil is Assistant Treasurer for Capital One Financial Corporation. Capital One is a diversified financial holding company with more than 735 locations in New York, New Jersey, Connecticut, Texas and Louisiana.
As Vice Chair, Mr. Feil partners with the President and Big Brothers Big Sisters’ Development staff to promote BBBSNCA’s services and helps raise funds to carry out the mission of the organization through highly successful special events.
At Capital One, Mr. Feil is responsible for wholesale funding execution, investment portfolio management, interest rate risk management, balance sheet planning and cash operations. Prior to joining Capital One, Mr. Feil gained more than 10 years of securitization experience at MBNA, where he established their UK, Canadian and cross-border securitization programs. Mr. Feil holds a Master’s of Business Administration Degree with a concentration in Finance from Duke University’s Fuqua School of Business. He earned his Bachelor’s Degree in Accounting from Saint Joseph’s University in Philadelphia. He is married and his interests include sports, music and hiking with his Keeshond dog. Mr. Feil is active in community activities.
William P. Angrick, III William P. Angrick is Chairman and CEO of Liquidity Services, Inc (LSI), which was founded in 1999. As a member of Big Brothers leadership, Mr. Angrick works with Board members and the President to raise funds.
Headquartered in Washington D.C., LSI enables its corporate and government sellers to enhance their financial return on surplus assets by providing a liquid e-commerce marketplace and value added services that are integrated into a single offering. Over the past five years the company has grown its revenues and operating income at compound annual growth rates of 35% and 52%, respectively.

Prior to co-founding the company, Mr. Angrick served as a Vice President of Deutsche Banc Alex. Brown's Consumer and Business Services Investment Banking Group from 1995 to 1999. Mr. Angrick holds an MBA from the Kellogg Graduate School of Management at Northwestern University and a BBA with honors from the University of Notre Dame. Mr. Angrick also earned his CPA certificate in 1990.
Kevin Virostek is the Greater Washington Managing Partner for Ernst & Young. As a member of Big Brothers Big Sisters’ leadership, Mr. Virostek works with Board members and the President to bring more resources to BBBSNCA.
In addition to client serving responsibilities where he coordinates the full breadth of services delivered to some of Ernst & Young’s largest global clients, Mr. Virostek manages the Greater Washington office.
Previously, Mr. Virostek was in charge of Ernst & Young’s national Corporate Development group focusing on the firm’s Strategic Investments. He was charged with working with the leadership of Ernst & Young’s business units to identify, and then negotiate, structure and manage the strategic investments and alliances of Ernst & Young.
Prior to his Corporate Development role, Mr. Virostek was the National Director of IPO Initiatives within Ernst & Young’s Center for Strategic Transactions. Mr. Virostek began his career in the auditing department of Ernst & Young and has been with the firm for 20 years. He is a CPA with a B.A. from the University of Notre Dame.
Todd Stokes is a partner at Baker Tilly. Formerly Beers + Cutler, Baker Tilly is a full service accounting and advisory firm and internationally is the world’s eighth largest network of accounting firms.
As Treasurer at Big Brothers Big Sisters, Todd provides fiscal advice and oversight of organizational financial activities.
Mr. Stokes works primarily with owners and financial officers of construction and real estate companies, providing audit and business consulting services, corporate and personal income tax services. He is married with a son.
Barry Culman
Secretary
Barry Culman is Senior Vice President of Finance and Operations of ASRC Federal.
As Secretary of Big Brothers Big Sisters’ Board of Directors, Mr. Culman ensures accuracy and safety of all Board documents and records. He has been a Board member for over 10 years.
Mr. Culman has also held senior leadership positions with SPADAC, GTSI, Ernest & Young Technology and Comstor Corporation. He is married with two children.
Kirby Behre Mr. Behre provides Big Brothers Big Sisters with legal advice and oversees all organizational documents. He is a former Big Brother; he was also former chair of the BBBSNCA Council in Washington, DC.
Mr. Behre is a former federal prosecutor and trial lawyer who practices criminal law. He is a member of Paul Hastings’ White Collar, Internal Investigations and Corporate Governance Group. He has represented and defended corporations and individuals in civil and criminal investigations of alleged business crimes and civil fraud, including antitrust violations, securities fraud, Foreign Corrupt Practices Act violations, and government contract fraud. Mr. Behre co-chairs the firm's E-Discovery Group, and has a particular expertise concerning e-discovery as it relates to government investigations. Mr. Behre was recently recognized as a Washington, D.C. Super Lawyer by Law & Politics publication. He is the co-author of Federal Sentencing for Business Crimes (Lexis/Nexis). Mr. Behre is married with two children.
Petch Gibbons is Executive Director of Cushman & Wakefield. With a history of commercial real estate leadership that spans 90 years, Cushman & Wakefield’s brokerage and services professionals are involved throughout the U.S. Mr. Gibbons’ successful track record includes executive leadership positions with Barnes Morris Pardoe and Foster, Insignia ESG and GVA Advantis and J Street Companies.
As Past Chairman of the Board, Petch continues to provide dynamic leadership on the Board of Directors. He is a former Big Brother. Mr. Gibbons is married with two children.
Joe Caldwell is a partner at, and chair of the litigation department of, the Washington office of Baker Botts L.L.P. and chair of the firm's diversity committee.
As past Chairman of the Board, Mr. Caldwell continues to provide thoughtful leadership as a member of the Board of Directors. Mr. Caldwell is a Big Brother in the Bigs In Schools Program. He represents clients in federal and state courts and before congressional committees, administrative agencies, and arbitration tribunals. His practice focuses on complex business disputes in civil litigation and on white collar criminal trials and investigations. He is a Fellow of the American College of Trial Lawyers. Mr. Caldwell has been honored with selections by notable publications, such as Best Lawyers in America (2003-present), Washingtonian Magazine (Top Washington, D.C. lawyers - 2007), Black Enterprise Magazine (Top Black Lawyers in U.S.), Ebony Magazine (Top Six Black Lawyers in U.S. - 2005).
Mr. Caldwell previously served as counsel at the United States Supreme Court and as special assistant to Chief Justice Warren E. Burger. He also served as deputy attorney general for the State of New Jersey and as chief of staff and legal counsel to Washington, D.C. Mayor Sharon Pratt Kelly. Mr. Caldwell has taught trial practice as part of the adjunct faculty at Georgetown University Law Center and is a co-leader of the faculty of the National Institute of Trial Advocacy at Georgetown University Law Center. He was educated at Syracuse University (A.B.), Harvard University (M.P.A.), Rutgers University Law School (J.D.) and Georgetown University Law Center (LL.M. Program).
Mr. Caldwell is married to Sybil Caldwell, also a lawyer and fellow BBBSNCA Board member. They live in McLean, VA with their son.
